Mission Impossible: Florida Group Health Insurance

Enrollment in small group health insurance in Florida is available only once a year, in the month of August. Coverage would then commence in October.

‘Available’ is a misleading term, as the insurance companies have the legal right to apply strict underwriting guidelines. This law went into effect on July 1, 2000. ‘Strict underwriting guidelines’ includes a close scrutiny of the applicant’s health for possible future health conditions, along with limiting the length of coverage. They may even require that the premium payment for their insurance be submitted on a business check. Many people in business for themselves do not need or want a business account.

Small businesses create the most new growth in employment in the US, as more well trained and well educated people go into business for themselves. The freedom they desire to direct their own work lives is strong. Sometimes the price of this freedom includes not being able to obtain health insurance at all.

Health insurance in Florida is guaranteed issue under the law for self employed persons. There are very few insurance carriers for this type of small group health insurance. Usually it is a business loss for them. Guaranteed issue means that health insurance coverage is mandatory if the applicant can fulfill the underwriting guidelines. Insurance companies and HMO’s would prefer that they be allowed to select only the applicants most likely to stay healthy. Since they are not allowed to do this, they require information such as 2 years of business tax returns as part of the underwriting guidelines. In 2003 the legislature allowed insurance carriers to charge self employed persons an additional 50% on their insurance premium. In many cases this increased the monthly premium from $1,000.00 to $1,500.00 for their Florida group health insurance.

A person who is self employed may be better off financially to try for individual health insurance, if they can qualify for it. Under individual health insurance rules, the insurance carrier can examine the health of the applicant and if found suspect, deny coverage. Those applicants with Type 2 diabetes, over 50, overweight, or with a family history of chronic health conditions such as high blood pressure, will probably not be able to obtain individual health insurance at any price.

As a consequence of these issues, some self employed persons elect to establish Health Savings Accounts. Under a health savings account, the person may contribute to a fund that is used to pay for health care. It is tax protected and the balance can be carried forward to the next year. This fund would be established by an insurance carrier as another Florida group health insurance option. The insurance carrier would administer the fund to maintain the tax protected (before tax income) status. Depending on how the fund is set up, the person may be viewed as self insured. Finding a physician who will accept a patient with this type of coverage is just another stumbling block in the health care system.

Fire caused by oil in the kitchen can be extinguished with salt or baking powder or by covering it with a lid thereby cutting off the oxygen supply. Most importantly, one should not forget to call for the professional firefighters to take control of the situation.

Fire department equipment, used to douse fire, includes hand tools like ‘halligan bar’, ‘flash light’,’ pike pole’, cutters and chain saws. Fire fighters carry pager, radio and other devices for communication. Apart from these there are the helmets and visors, gloves, boots, ‘personal protective equipment’ like pants, jackets and ‘self-contained breathing apparatus or SCBA.’

RITA’S STORY

People who grow up in a small town together get to know each other pretty well by the time they reach marriageable age.  Often this seems to lead to good matches, with the incidence of surprises greatly reduced by familiarity.  Unfortunately, this was not what happened to my friend, Rita.

Rita came from a prominent family in the area, and in her high school years her parents sent her to a boarding school.  Since she had been away during those crucial years, and she was a bit shy to boot, she wound up relying on her brother’s groups of friends for dates.  Eventually she started going around with Phil, one of her brother’s circle of buddies.  Phil was certainly considered a good catch – he was handsome without being too attractive, he had a winsome personality, he was easy to get to know and made friends easily.  Pretty soon Rita and Phil became an item, and within a normal amount of time they were married.
As time went by, Rita kept up with her girlfriends from boarding school days – often they visited back and forth.  Sally was especially her “best friend”, and the two young women were like sisters as they started making their way through adult life, marriage, children and all the things that went with them.  Eventually Rita had her first child, a boy, then shortly another.  She and Sally were still friends, but they were getting busy with their lives.  Phil was busy also with his business, and his winning personality was a great asset to him.

Rita doesn’t remember when she first noticed the passing glances between Phil and Sally.  She actually chided herself for being suspicious when the glances were becoming more obvious.  When Phil announced to her that he was seeking a divorce, she was crushed.  When she found out that it was because of her best buddy Sally, she was incredulous. She wondered when they had had time to get to know each other so well that they were willing to betray her in such a horrendous way.   When Phil was out with they guys, supposedly drinking beer, was he really with Sally?  Were they conspiring against her? In the midst of family life and with two lively boys to raise, she was bewildered more than outraged by how this could happen to her.  And the betrayer not only her own husband, but her best friend as well!

Rita cried for weeks, it seemed.  Somehow she just couldn’t pull herself together.  The sense of betrayal was too monstrous for her to deal with.  Eventually, though,  all pain becomes dulled and one learns to live with it.  Rita raised her boys as best she could with a broken heart.  Then she went to work in sales and amassed a fortune.  She remarried and is still in a relationship that is friendly and comforting, but the pain one sees in her as she tells her story is still there.
